Howard Ferguson
President, Owner, & Chief Investigator
In 2003 Howard founded the Surveillance Group, Inc. after retiring as a Police Captain with the Howard County Police Department. During his distinguished career of over 35 years with the Howard County Police he commanded the Patrol Bureau, Criminal Investigation Bureau, Internal Affairs Division, and served as a Watch Commander. His management activities included hiring, training, and supervising enforcement of both street and major crimes. These activities required close coordination with both Federal and State Agencies.
Since 2003 Howard has solved hundreds of cases for attorneys, insurance companies, other private detective agencies, and individuals. He has served thousands of subpoenas and writ of summons, retrieved evidence that has won hundreds of thousands of dollars in civil litigation, and been able to track down hundreds of people whose addresses were previously unknown.
In addition to his work as a licensed private detective in Maryland, Howard works as a consultant and contract investigator for the Federal Government. He also has over twenty years of experience as a successful real estate investor and restaurant proprietor. He has started and sold three restaurants and been a site locator specialist for a national company.
Howard earned an MBA from the University of Maryland at Frostburg. He received training from numerous organizations including The Federal Bureau of Investigation, United States Park Police, Maryland State Police, Maryland Police Commission, Southern Police Institute, and Frances Glessner Lee Seminar in Homicide Investigation.
Howard is a veteran, having served in the United States Army with the 101st Airborne Division. He has been associated with many Civil Organizations and Boards over the years including Board of Directors at Grassroots, Maryland Chiefs of Police Association for Private Security, American Legion the Sykesville Post, and Freedom District Optimist.
During his esteemed law enforcement career spanning more than three decades Howard received many awards and commendations for his actions, including recognition for his actions during the Agnes and Eloise floods, and for solving homicide and murder solicitation cases as well as burglaries, shootings, and theft.
